The Flower Hill Justice Court is part of the Unified Court System of the State of New York. The Village Court handles judicial proceedings for Vehicle and Traffic violations that occur within the Village, along with violations of local Village laws.
Appearances & pleas
If you would like to attend Court, you must be scheduled. No walk-ins will be accepted. You can request a court date by mail, fax, or email. Because we process a large volume of tickets, there are often delays in receiving a court date.
If you received a summons for a Vehicle and Traffic offense, you may enter a plea of guilty or not guilty by mail, fax, or email. No pleas will be accepted verbally. All Village ordinance summonses require an appearance in court on the date shown in the middle of the summons.
Warning: Failure to respond to a summons may result in the suspension of your driver’s license and/or a warrant may be issued for your arrest.
Pleading by mail
If you plead guilty or not guilty by mail before the court date listed on your summons, you do not have to appear in court on that date.
- Not guilty by mail: you will be notified by mail with a date for a conference with the Village Prosecutor and a Judge.
- Guilty by mail without payment: you will receive an invoice from the court.
VTL 319-1 (no insurance)
If you receive a ticket for VTL 319-1 (no insurance), the only proof of insurance the court will accept is a letter from your insurance company on their letterhead stating the vehicle in question was insured, with no lapse in coverage, on the date indicated on the summons.
Note: A letter from an insurance broker and/or insurance cards will not be accepted.
Court hours
Court is normally in session evenings on the 4th Wednesday of the month, unless otherwise noted. The Court Clerk’s Office is open on weekdays from 8:30 a.m. to 4:30 p.m. to accept payment of fines and to provide information about cases.
Paying fines
Fines may be paid by cash, money order, check, or credit card (credit card fee is 3%). Online payments are available below. Enter the Judge with whom you entered your plea. If you do not know which Judge to select, please call the Court Clerk before paying.
